Compare US Globocop foreign policy with Chinese, non-intervention foreign policy (e.g., the original US foreign policy): China doesn't spend a single yuan, nobody burns China's flag, terrorists don't target Chinese interests, and China gets... all of the benefit of stable petroleum prices on the world market. No wonder China is sitting on trillions in national surplus--they have beaten us at our own policy. The grant of war powers to Congress was deliberate--it should not happen unless Congress agrees that our national defense is at risk.
